You’d be best asking that directly of Navigraph, but I would say the answer is no. The Navigraph databases are based on real-world information. Therefore, if an airport has been removed from real-world data, it has been removed from Navigraph data as well.
Not the answer you wanted, I suspect, and I really would suggest checking with Navigraph themselves, but I believe that to be the case.
